[NM] Persist FX section

I often do what you describe. When I make a new patch,
I first build it and  save it with no FX in the FX
section, then I open an old patch that has a complete
FX setup and copy+paste all of the FX from the old
patch into the new patch. For me this is the easiest
way to do this.
